With the help of the people from the Spain Embassy in Brazil we elaborated a creative economy project (tourism and culture) focused on creating a tourism route in Santa Luzia based on 5 Senses (gastronomy, mangrove, atlantic forest, craft, fisherman) and on empowering local communities to become the main stakeholders of this socio-economic process. The proposal was submitted to the Spain Cooperation Agency and we hope to have the final decision announced by the end of this year. Agreement between the Governor of Sergipe and the Brazilian Ministry of Science and Technology (MCT)

Last Monday (September 14th) Mr Marcelo Deda (Governor of Sergipe) and Mr Sérgio Resende (Ministry of Science and Technology) signed in Sergipe (see photo below) an agreement where they declare the interest and commitment from both level of governments (State and National) on joining efforts to support the implementation of a Centre for Art, Science and Technology in Santa Luzia do Itanhy, as part of an experience of local development. The Governor Marcelo Deda has declared his enthusiasm about this project which he considers it will be very important for an underdeveloped region like Santa Luzia do Itanhy.

Meeting with SBPC (Brazilian Society for the Advancement of Science)

Last Tuesday (September 8th) we had our first meeting with the president of SBPC (Prof. Marco Antônio Raupp) when we had the opportunity to describe the project in details. Despite the fact that SPBC has accepted our invitation to become member of our Board of Managers we had not before the chance to meet us face to face.
Last Tuesday (September 8th) we had our first meeting with the president of SBPC (Prof. Marco Antônio Raupp) when we had the opportunity to describe the project in details. Despite the fact that SPBC has accepted our invitation to become member of our Board of Managers we had not before the chance to meet us face to face.
It was a very nice meeting and Prof. Raupp has declared his interest and commitment of SBPC to support the project. He suggested a visit to Sergipe with time enough to visit Santa Luzia do Itanhy and discuss the project with IPTI's team.
For sure the participation and engagement of the Brazilian Society for the Advancement of Science is very important for our project due the enormous national and international scientific prestigious and long history (+60 years) that SBPC has.
Proposal to qualify IPTI as a state Social Organization

We are submitting our proposal to be recognized by the state government of Sergipe as a Social Organization (OS), which means to establish a public-private partnership around social activities. This request is based on a “business plan” where show how this partnership should work as well as we show our perspective for the financial sustainability and we also submitted the new statement of IPTI containing all requirements from the OS state law. This is a final (almost) step from a long and productive process of negotiation between IPTI and the state government and we came with the definition of an OS as the best approach to this partnership. Becoming an OS will make much easier for IPTI to develop project of public and social interests as well as it will be much easier for the government as it will count with a development partners to conduct their policies in the south region of Sergipe.

As soon as IPTI become an OS we will start to have a Board of Managers which composition will be based on representatives from public sector and from the civil society. The first composition of this board will be of 7 members representing:
- State Government of Sergipe – Secretariat for Development, Science and Technology (SEDETEC)
- City Government of Santa Luzia do Itanhy
- Brazilian Society for the Progress of Science (SBPC)
- Sergipe Technological Park (SergipeTec)
- Entrepreneur Forum of Sergipe
- Competitive Movement of Sergipe (MCS)
- IPTI
Below you find the organogram defined for the new structure of IPTI:
As you see we proposed the creation of a advisory board named Board of Interested Parties (Conselho das Partes Interessadas) which will be composed by representatives of all sector of society, including international organizations. The aim of this board is to create a forum where all organizations that have interest on the IPTI activities can come with demands on innovations need to be developed to face social problems (in education, health and creative economy), to engage efforts to make possible the projects defined as priorities as well as to disseminate the results of the projects developed in Sergipe.
The new structure will have an auditing board (Conselho Fiscal) and we proposed an external auditing (Auditoria Externa), to assure transparence in the application of all funds managed by IPTI as an OS.
Project in education

We are still working to get the first funding to support our activities in education. The city government and the state government defined 2 priorities for us in terms of innovation technologies we need to develop and implement.
We are still working to get the first funding to support our activities in education. The city government and the state government defined 2 priorities for us in terms of innovation technologies we need to develop and implement.
- Literacy in language and arithmetics – 40% of the students of primary schools in Santa Luzia leave the schools of fail and the main problem identified is the quality of education in maths and language. Also, the city host a grade of 2,6 in the national index for education (IDEB). A challenge grade for the Brazilian government should be 6, which means that there is a lot of work to be done and the perspective of inclusive education is how we envisage we can help.
- Education that creates opportunities for the youth – students between 15-18 years old in Santa Luzia see no opportunity for their future and their main objective is to move to another place where they suppose the opportunities (e.g. jobs) are easier. In this case, our intention is to work with the methodology of education for human development, which includes youth protagonism, and link it with the creative economy projects, like craft (IADB project) as we consider that the local youth are the only one who can conduct the local transformation.
While the funding is not available we are already talking with the local secretary for education and help them to analyze the situation and see what we can do at least in one single school. This minimum work shall be ready by end of July and one of the main goals is to include management into the educational process in order to maximize the local resources. This work is being done by IPTI with the help of some professors from the education department of the University Tiradentes.

In the begin of 2009 the Sergipe's Secretariat of Health has started a project aiming on the use of ICT (Information and Communication Technology) for improving management of public health. The focus of this project is related to epidemiology monitoring as well as it will make possible the digital collect of informations related to families habits (nutrition, children growth, among other informations).
Santa Luzia was selected to host the 1st full pilot experience and IPTI is involved with the statistics and geo referencing analysis. This project is very important within the context of The Human Project due some reasons:

- this technology has the potential to facilitate a lot local health management, which means improve efficiency, better decision making, reducing waste of energy and resources;
- it will be possible to count with a detailed data bank about health and nutritional information which can be correlated with education, for instance, helping us to systematize the social technologies we want to develop and disseminate;
- we expect to start developing an experience on e-governance soon and public health management is planned to be our first pilot use case.

CVT is the acronym of Centro Vocacional Tecnológico (Vocational Technological Center) and it is a program from the Brazilian Federal government, through the Ministry for Science and Technology (MCT), in partnership with the state governments, to build a minimum infrastructure (civil construction, equipments) to install a center for support of local productive demands as well as science education. MCT has promised to support a small CVT (250 square meters) in Santa Luzia do Itanhy focused on Art, Science and Technology.
The state government is just to send the proposal and we expect that by September or October our CVT can be approved by MCT. If so, by June 2010 we will have the 1st cell of the future center for Art, Science and Technology.
